Employers

The Local Government Pension Scheme (LGPS) is a public sector pension scheme for Local Government employees in England and Wales.  Its rules are set in legislation passed by Parliament.

The Regulations stipulate that the LGPS is administered by organisations such as County Councils, London Borough Councils, lead Metropolitan District Councils, the London Pension Fund Authority and the Environment Agency.  These are all known as Administering Authorities and are responsible for the individual LGPS Funds.  The Administering Authority for the City and County of Swansea Pension Fund is the City and County of Swansea.

Employers, who participate in the Fund fall into the following categories:

  • Scheduled Employers

Scheduled employers are defined in the LGPS regulations and have a statutory obligation to allow their staff automatic membership of the LGPS, provided they are eligible to join.

Scheduled bodies include County Councils, County Borough Councils, Further Education Colleges,LocalAuthoritySchools, etc.

  •  Designated Employers 

Like scheduled employers, designated employers are defined in the LGPS regulations.  They have the power to state who, or which category, of employees, within their employment, can join the LGPS.

Usually, designated employers are Town and Community Councils.

  •  Admission Bodies 

Certain types of employers can participate in the LGPS via an admission agreement agreed with the City and County o fSwansea Pension Fund.

There are two types of admission bodies:

  • Community Admission body (CAB) which includes organisations that provide a public service otherwise for the purposes of gain and has sufficient links with a scheme employer to be regarded as having community interest.
  • Transferee Admission body (TAB). The LGPS permits transferred staff, to be offered membership of the LGPS under an admission agreement, where a service has been outsourced to the private sector.In order to gain access to the scheme, a TAB must deem to provide a service or assets in connection with the exercise of a function of a Scheme Employer.
